Colorado's Climate Action Plan
Today Gov. Bill
Ritter announced the Colorado Climate Action Plan, which calls for 20 percent reductions in
2005-level greenhouse gas
emissions by 2020 and 80 percent reductions by
2050. There are important "takeaways" for members of
Colorado's regulated-business community:

Colorado
continues its observer status in the Western Climate
Initiative, before deciding about full-participant
status.
-
CCAP
contemplates certain rulemaking by standing boards and
commissions, like the Colorado Air Quality Control
Commission, to adopt Colorado-specific regulations that help
us progress toward the plan's ambitious goals.

The
Air Pollution Control Division is directed to examine
guidelines for phased-in, mandatory reporting of greenhouse gas emissions by
major emitters.
-
The
plan doesn't increase Colorado's renewable energy portfolio
standard of 20 percent renewables by 2020, but does expect
the planned 20 percent greenhouse gas emissions
reductions occur while the renewables mix in our
energy portfolio increases, statewide.
Air
quality and climate change attorneys in DGS' Environmental
Practice Group are currently working with clients to enhance
their efforts to support the Colorado Climate Action Plan,
including understanding, documenting and registering their
baseline greenhouse gas
emissions emissions for purposes of tracking emission
levels and reductions, and coordinating these efforts with
ongoing air quality compliance requirements and
goals.
